ok it sounds like a spoof AV designed to get some personal information and/or credit card info. Its malware and most likely a lie
What is the actual name of the rogue software??
Most of these are quite easy to uninstall
Firstly download the Rkill program ( use the one labeled iexplore)

then download malwarebytes
http://www.malwarebytes.org/
if you have any problems downloading these post back or download from a second computer
Run rkill ( rogue av may complain keep trying until it runs and a dos box opens and stops processes)
once finished install malwarebytes allow to update and then run a full scan
With a bit of luck that will be the end of it. Only a few need further measures lets hope you do not have one of those
