Your belkin router should operate just fine with the ntl system (assuming it is not an integrated ADSL modem model). Just plug the router in to the cable modem (having powered everything off first) and when powered up it should all detect. It's very unlikely that you will need to run any ntl CD. That really only applies to add drivers if you are connecting a PC via USB.
The MAC registration thingy is again only important where you have already connected PCs to cable, in other words you need to maintain an existing registration. The modem will pick up the new router's MAC and register with that. Should you ever change the router, you would need to allow the modem to detect a new one but again it will do that quite simply. You may need your ntl acount details and password though.
Connecting via a STB is a tad more difficult, as the directly connected appliance has to be specifically registered. Normally you will get pointed at a registration screen by ntl (iff not type "start:ntl" into the browser), and if your existing network is already running your router will forward the display of that screen to your PC, for you to work through.
