Sorry I think we are getting crossed wires here and it's more than likely my fault
What I mean by device is something which can provide internet to multiple devices.
1 device = 1 modem/router
So a mobile phone can be a modem/router for multiple devices, a tablet with a sim slot can be a modem/router for multiple devices, 4G/5G Modem can obviously be used for multiple devices.
Normal home broadband is a modem/router for multiple devices.
Any device with a sim slot could and will be classed as a device capable of providing a data connection to multiple devices.
Now the whole "Fixed only" thing will change because once people realise it's only "Fixed" connections, they will cancel their BT, Sky, VM etc and move to "mobile" broadband which will then cause the £11 fee to be added to them.
This is the problem, with it and why it will cause riots because as I say who is going to pay such insane prices?
Businesses will more than likely get "bulk discount" because otherwise it's going to cost them thousands if not tens of thousands per month.
Going to be interesting to see how things fall though with this, going forward because it could be another nail in the coffin of Labour if they go with this approach.
