that document as far as i can see covers roof signs on patrol vehicles .

Do you think the roof marking might match the ones on the side?
btw, to everyone, we are falling into an old debating trap - shouldn't the people putting forward the proposition that the van was abandoned deliberately to provoke a reaction have to prove the proposition, rather than others have to prove it isn't true?
