many thanks for your help
If you are using a router, it could be worth checking it's configuration settings.
Many will allow you to change your router's MAC which, I understand, will usually result in you picking up a new IP.
(I'm guessing you need to make the change with the modem disconnected or powered down.)
try turning your router and cable modem off for a 24hours. and you might get a new ip address.
or try just by passing the router straight to the pc. see i use a private torrent site. that if your ip when you visit the site dont match the torrent clients ip details it will block you. and if im on my router or im plugged in direct to the cable modem then it appears to the site that im on different ip addresses i think, because i have to log back into the html website to acknowledge the change of address to get my torrents working. so the same trick might work for you. plug in modem direct for when you want to go on that site and turn the modem off and on to reset it
