They'd make far more money (and IMHO be far more useful) if they similarly enforced rule 216.

but i think the new ruling is fair for all you should not have the car away from the curb at a sizeable distance,you can potentially hinder traffic depending on where you park,and expect a huge crunch of a car crash,involving your car.
