Quick question on limits.

This has probably been answered and asked a couple of times but cant seem to see it so here goes with a couple of questions.I have recieved nothing from Ntl to say i have been upgraded to 10 Meg but from speed tests i obviously have.Ive read that i know have a 75 gig limit.
1 Is the limit being enforced?.
2.How do iknow if im getting near to my limit?.
3.What happens if i pass 75 gig for the month?.
4.Is 75 gig overall traffic (upload+ download).If i download a file 1 gig and upload the same file 1 gig is this 2 gig of my 75 gig?.
Sorry about the stupidity of my questions.
