Can't get higher than 256 kbps upstream

Despite the upstream saying Maximum Upstream Data Rate : 1072000 , I can't get more than 256K on any speed test. n I've tried wired, wireless and plugged direct into the modem. Anyone got any ideas what the problem is?

AV can skew speed test results. Temporarily disable your AV and see if you see any improvement.
