Can't send emails but can receive

I can receive emails using Outlook and both send and receive in the Virgin site but I can't send emails from my computer on Outlook with Windows 7. The computer was working with email but kept hanging so I decided to reformat which I hoped would get rid of any problems. However I have spent hours not being able to send and today reformatted again thinking there must still be a problem. I can see that NTL works and I have the correct setting as I can use the virgin site. However does anyone have any idea what it can be. I did find another thread on this but none of the suggestions worked and I have now joined hoping I can solve the problem. The message is:

Task 'june.searle@ntlworld.com - Sending' reported error (0x800CCC67) : ' The server responded: 421 aamtaout04-winn.ispmail.ntl.com connection refused from [82.2.57.204]'.

Please, please can you help.
