Trafic management policy 3-4pm

Is there a traffic management policy from 3-4pm as the times are 10am-3pm and 4pm-9pm only according to this.

the problem is that although a new window kicks in after 4, and in theory you can download as much as you want between 3 and 4, if you hit that threshold at 2:59 you are screwed for the next 4 hours or whatever it is. The best thing to do is to edge on the side of caution and make sure you leave a good margin for error when looking at your download volume because it isn't just a case of "I'm downloading a 1gb file", it is your total bandwidth during that period so it is all your browsing, emailing, youtubing and whatever else you get up to and you have got to take all of that into account otherwise you'll get your ass stm'd.
