My son has £15 month contract 300 mins 2000 texts. Looking at his bill he has called other networks for instance 07771 mobile number at 18:15 on 05/07 then at 23:44 on the same day the same number he gets charged 35p which doesn't sound right to me?
Might your sons friend have gone abroad on holiday?
Wouldn't make any difference. He's calling a UK based mobile, so even when that mobile is roaming abroad it will still be charged as a UK call. The receiving party will pick up the rest of the cost. (OFCOM rules)

Re: Some calls charged others not
If it had been an 070 number then it would be different, 070 are personal numbers and are different from mobile numbers and can be charged at quite a lot more than calling a normal mobile.
