Network does not matter as your downstream and upstream are both to high, what area is on your bill it will have a reference number.

If you knew that, you could have said so in your OP. Knowsley is ex-Telewest. Langley and Bromley are ex-NTL (Langley is 'original' NTL and Bromley is C&W).

Although I knew I was ex-ntl I didn't know it was the Langley network.

The time of day of your stats might have been interesting. We can see that the downstream numbers vary (RxMER and Power) whilst the upstream is just bad all along.
The engineer prolly needs to be good (Iif it isn't that a coax cable needs screwing in properly). For example, if it's time of day related, then there could be a poor connexion that expands/contracts. Or it could be a faulty amplifier. Or a common path distortion or dipole effect between your house and the street cabinet. Or water in the works somewhere like your outside wall box or the tap. Or a naff modem.
You'll want to make sure that the engineer achieves the power levels in both directions that Masque has linked to. Best also if he can achieve the 37 dB RxMER with consistency rather than 35 dB.

I'm really sceptical about engineers being able to adjust power levels other than in the case of a cable user being close to the street box and in need of downstream attenuation.
Do any of the brainios know what an "ordinary" engineer would do when the downstream is all over the place and the upstream is really struggling to push through? Wouldn't it need a network engineer to troubleshoot the trunk or deeper?
