Have they slowed down the upload rate for 20mbit?

I was ftping to my server and found that I was only uploading at 75ksec. I did a test on quite a few different speed test sites and found that my upload rate was indeed 75ksec. When I had 20mbit for a long time I could upload at 90ksec all the time, with no fluctuations.

The strange thing is that if the slower upload rate were due to say lcoal conjestion issues then I should experience fluctutations in my upload rate going from 75ksec to 90ksec, but I don't I get any fluctionations at all, it is a rock solid 75ksec and has been like this for quite a while now. This is leading me to think that they might have lowerd the upload rate on my connection. Has anyone else on 20mbit that usually uploads at 90ksec finding that their upload speed is now 75ksec?

Where is your server? Virgin or somewhere else?? Did you try a tracert to it? Did you try then uploading to your virgin space to compare the speed? (If you;re throttled then even traffic to virgin will be lower)

He couldnt be STM'd or his upload would be alot slow its sounds to me that your on a oversub'd UBR that causing a slower upload or maybe more overheads the upload on 20MB is 768k and hasnt changed
