power level being -8.7dBmV it says in the signal levels that -8 would be cause for concern, should i be concerned?
i still have the same issues as everyone else. works fine in the day dismal at night.

If it works fine during the day I would not be concerned about signal levels. Your problem is likely to be oversubscription. If you are looking for a quick fix you might be better off going elsewhere. Have a look at Be if it's available in your area.
