Can an Engineer help

Right, I'm on 20 Meg service and live in Romford. Many posts from people being served by the Polplar UBR are experiencing low speeds

Sun, 24 Jun 2007 17:24:41 UTC
1st 128K took 984 ms = 133203 Bytes/sec = approx 1108 kbits/sec
2nd 128K took 5782 ms = 22669 Bytes/sec = approx 189 kbits/sec
3rd 128K took 4406 ms = 29749 Bytes/sec = approx 248 kbits/sec
4th 128K took 6125 ms = 21400 Bytes/sec = approx 178 kbits/sec

I have just called faults and been told that an engineer should be booked to raise the levels at the cabinet. Is this BS or can I really be helped with greater power or am I a victim of an oversubscribed UBR. I am not capped, I shouldn't be traffic managed as I only browse and even if I was it wouldn't be this slow.
Am I being spun a yarn?

The speeds do not look good. Go to

http://192.168.100.1/

login root password root

click on upstream and downstream and report the power levels. The tech here can tell you if they are good or bad
