Is ip blocked

Right here's the problem. my CS Clan have 6 32 player servers,of those 6 i am able to find 5 ip's of the servers through both Steam and All Seeing Eye.
The latest server we added [server 6] has this ip 213.146.92.3:27015.
The other servers have ip's starting with 80.253.122.180:27015.

Is NTL known to block certain ip'?

Not that I'm aware of .... The PC Clan here user similar IP's for their server, and I can see them via ASE and Gamespy ... both via an NTL connection

Think i have found the solution. he RCON password was changed in HLSW and when i tried to use RCON it banned my ip.

Im hoping this will cure it anyway

hmm changed the rcon pass and removed my ip,still cant connect or even see server through steam.
