Liberty City in Vice City!
The purpose of the mod was to put Liberty City from GTA3 in Vice City's engine, which you all know runs a lot better than GTA3's engine. You can now use bikes too! 
This mods removes Vice City and replaces it with Liberty City and no, both cities cannot be put together because of limitations of the engine.
This is the first beta release.

Those modding guys know their stuff, they've been working on the GTA series since they came out.
I've got some good memories of trying out the latest map mod a couple of years ago.

brilliant... i mean as everyone knows the liberty city maps are a hundred times better than the vice city ones anyway
however, vice city does have more interior locations so its a draw...

its a bit of a letdown that there are no people on bikes either, motorbikes are available but there is nobody on the roads riding them

The latest release is stunning, it's a perfect replica of Liberty City with the addition of peds on motorbikes and loads of other cool stuff.
I played this version for a good two hours last night.

Here's a short clip I recorded where I stole a police van but with three SWAT guys still inside  - when I stopped they got out and I was instantly busted.
You can also see someone riding a motorbike, the rain on camera effect and the burst tires.

They've just released Beta-v2, you can now play most of the missions from GTA III and a lot of the bugs have been ironed out.

NOTE: You will need the GTA III Audio (CD2) disc to play.
