To prove this point (If its feasable) stick the Server IP into the client, and if it works you know thats the router is only allowing specific IPs through.
If the router is dropping the tracert at the internal side of things then if def looks like this is the case.
it could also be mac filtering (So if you give the client the server IP and it still doesnt work, looks like MAC filtering)
