That's part of what makes it racist ,the station is unmanned so the announcer had no idea where the beggar was from and made an assumption based on looks or their own personal feelings towards 'foreigners' .Like i said earlier ,the announcer was right to move the beggar on it's just the choice of words was wrong
it isn't part of it at all, you could call it bigotry or predujeced but not racist, even less so if both parties are part of the same ethnic group
