28 days usually applies to brand new installs only, the 7 days applies to upgrades.

The 7 days applies to distance selling regulations as already alluded to because you effectively sign a credit agreement with Virgin as they bill you in arrears.
This 'credit agreement' is recorded on ones credit file and updated accordingly, thus if you decide not to pay for services rendered it could have a negative impact on ones ability to obtain credit in the future.
The 28 days is Virgins own policy and is not governed by any legislation (as is the case with dsr)
On this basis I fail to understand how it could apply to upgrades only, more likely (in regards to 7 days) applies to new installs only as an upgrade does not require a new credit agreement.

It applies to upgrades where a new contract applies. Virgin's own rule of 30 days for keeping upgrades applies where a new contract doesn't apply

30 days is not related to any regulations and is Virgins own policy.

If we are really being pedantic, the 7 days has nothing to do with signing a credit agreement - it's part of the Distance Selling Regulations, which is separate to the Consumer Credit Act.

Yes my mistake, credit agreements made online, over the phone or by post have a 14 day cooling off period.
