Indeed ,many councils also take their goal posts down to allow a fence to be built ,not necessarily York council though

which just means that your post was ...lets say... in error ,councils don't remove goal posts when the season finishes as it happens quite a few sunday or mid week leagues are just starting especially the junior ones and people like to play football all year round

An awful lot of councils do remove most of their goal posts in May and replace them in August. I am not aware of Junior League seasons starting, There are some play off games, but they are few and far between.

The council where I used to stay reduced the number of pitches available because there's less teams play during the summer. They'd change the pitch markings and move the goalposts to allow the "Winter" goalmouth locations to be patched up. It worked well.
Pitches were always in pristine condition by the time the season started.

My council have just done that in the field behind my house ,true the games are less in the summer months and the juniors play on saturday mornings instead of sundays ,i think the pitches are marked out smaller as well

I would conjecture that every council runs their local pitches to suit themselves and not all of them will be doing exactly what another maybe doing.

Obviously he put it up from behind, securing the clips to hold it onto the pole, then leaned over to take a look and gone "damn it's upside down!" and taken it back off and turned it round so it was the right way up.
