What am I doing wrong ?
I am one that likes to do to learn. Well I am getting a PHD on this project. I run a small business, and want to access my home computer from the office. I know there are other ways, but for many reasons, too long to list, I want to do it this way. I set up the home PC as a web server. I had done the same thing two years ago, with all the same SW & HW, using it as a web server for family pictures, and such. Worked out just great. Now, the only thing that has changed is my home, additional security protection for viruses and such - you know, and probably one or two MS SW upgrades. BTW I use, don't laugh, Windows 98 (I have my reasons)
I made it so my IP address does not change (same as two years ago). I can access the web page from the same computer (SW is functioning). But I cannot access from another computer outside my in-home network. It is probably something to do with security settings, but I don't know my way around enough to know what to look for.

I'm no in way qualified to answer but to me and my not so logical view, it sounds like it's maybe a firewall / port forwarding thing 
Like I said, I'm a n00b so just guessing.
 to CF anyway, stick around, the knowledgable one's will awaken soon ......lol

Yep, as Bop says it's probably down to a firewall.
Sounds like you have a router between the internet and your 'in-home network'. What make/model of router is it? We can then advise how to open up the firewall for http (port 80) traffic.
However, I would personally be very wary of opening a home PC to the internet with a web server, esp an old OS like 98 with plenty of holes waiting to be exploited. Win98 is NOT a suitable OS for presenting to the internet. If you really want to have a private webserver, a Linux (or even Solaris) server running Apache would be a better bet, but not trivial to configure.
Why not just upload your photos to your NTL homepage?

Could be a couple of things.
As bopdude says, it could be a port forwarding problem on your router, make sure your you router is sending the port 80 requests on to the correct machine.
Also, maybe a security account issue with the directory you have the website running from. I've never used win98 for a web server, only 2k, 2k3 o linux. I didn't even know it was possible (can you install IIS on 98?!?) or are you using something like apache?
