You'd need a copy for each console.

Wireless NetworkYou can connect with a local wireless network of up to 16 players. The wireless range can be an incredible 30 to 100 feet and for some games, multiplayer requires just one Nintendo DS game card.

Future games may take advantage of the DS Wireless LAN connection for more multiplayer possibilities.

Note: Nintendo DS wireless communication, including PictoChat, is not private and is not monitored by Nintendo. We recommend that you never reveal any personal information or arrange to meet a stranger

With regard to what you would miss I can only speak for "gamesharing" on the PSP and basically what that does is share a limited game for you and a friend to play with only one UMD.
I think Nintendo's website would be a better place to check, but as stated above a massive clap to both Sony and Nintendo for allowing 2 player WIFI gaming from one UMD, although sadly not all developers are taking advantage of the feature on PSP at least.
