No, ntl only supply BB through cable in ntl areas, & ntl Freedom ADSL is only available in non ntl cabled areas.

AFAIK, NTL Freedom only do a 512K ADSL package and not 3M.

Re: can i have two seperate lines ?

From your postcode all I can say is that you will be able to get 2Mb ADSL but not 3Mb.

It may be a lot easier to help your sort out your router issue than to get you a second provider at a decent monthly cost. If you were getting connection drops it was probably a lot to do with the signal issue.

If you've got a BT line (& if your exchange has been unbundled), you will be able to get up to 8Mb.

Check here to see the status of your exchange: www.samknows.com

[Edit]-If you are in Hitchin (as your postcode suggests), then you are in luck as Bulldog have unbundled that exchange, so you can get their new 8Mb package for £1.00 for the 1st month, & then £29.50 per month.
