proxies & 3mbit can they handle it

I posted in another thread about how I noticed httpd download sites are giving me well what I would consider below par speeds but acceptable.

So I did 3 tests.

Nvidia driver download site
Ati driver download site
File download on my httpd server (ftp maxes me out)

On all 3 servers I got speeds of between 100-150kB/sec by using a ntl proxy server wether it was specified or left to auto tune itself. When I specified my own server the results varied but was in between 200 and 320kB/sec. Has anyone managed to get a full 360 downloading of a website? and which site? thanks.

I am hoping you meant close not cost.

£500000 0 should do if not.
