There’s two completely things here , one is a sign banning all Jews as you say.
The next is inference that any customers who support the war are banned and that Jewish people who do not support the war ‘can have a coffee’
And as Hugh asks, how can you determine someone is Jewish ?

Not even a plot really, just seems like a badly written draft for a book, where the main character is killed off in chapter 3, only to reappear in chapter 6 poorly disguised as a Nun with a beard and a penchant for pineapple on his (her) pizza.
