He thinks of a number, doubles it, and says that will be his random tariff.
Later he changes his mind, and "delays" it, making up an excuse for do so.

However he has got Europe etc to start to thinking about defending it self. Looking forward to seeing Sir keir building the submarines , or did he mean he would get someone else to do it.
