It is hoped the rest of the engine components will not need to be replaced, so further penalties will be avoided. At Spa this season he took a ten-place grid penalty for fitting his fifth internal combustion unit of the year — this time he will face only half the sanction because it is the second occasion he has passed the season limit of four. The five places will be added to his qualifying result on Saturday, rather than affecting the sprint race.

You're allowed 4 ICE per season, if you have to go over that you get a penalty, I think it's to do with the cost cap, basically new engines will give greater performance.
