They are the only ones that can run it?
What do you not understand about it only needing a CPU/GPU that can produce a Benchmark Rating of "40 Tops" or more, for instance my 4080 Super can produce a Benchmark Rating of around "850 Tops".
Microsoft are planning and currently testing it on PC's without an NPU, since not all mass produced pc's are going to have an NPU installed, and Microsoft want to be able to collect as much information from you as possible, because anyone who is not a fool understands Microsoft, will be getting information from it!
Tell me, why would my PC have Recall Enabled if it won't work on my PC???
If it won't work on my PC, then why was I not given the option to not enable it on install, why was it even installed in the first place?
Oh yes, because it will soon work once they have cleared up the issues with using a GPU instead of an NPU like all the other AI app's out there.
If you really cannot see how Recall is going to be a "Mandatory Feature" then you really need to wake up and look at what Microsoft are doing, because making Recall a REQUIREMENT for the Operating System functions to run is not making it Optional!

However the above shows that they are installing it on any new install NPU or no NPU. I have always said Microsoft cannot be trusted and should never be trusted. They state that it is OPT in however the above proves it is not. How many non technical users will be caught out by this. I await the first news reports of the ability for hackers to be able to gain access to this data on users PC's by a simple Email fishing request that allows access whilst the original user is logged in. The security level for recall is based on Bitlocker and once a user is logged in then that unencrypts the data. Scammer who gain access to a users pc in a simpler method to those that happen at the monument using Anyconnect will have access to all of that data. This has been commented on many times already by those who target scammers like scammer payback and has they point out once the scammer is connected thay have access to everything on that PC. Recall is a scammers wet dream..

If my PC because it does not have an NPU in it, cannot run Recall then why is it installed and Enabled by Default?
There was no option to not install it, no option to not enable it and whilst the "Recall" feature (spyware) is currently no installed and running, the main component of it is running.
As it is, there is not a single NPU installed in any of the "Copilot Plus PC's" that will be able to come close to matching the performance of my PC that I use for OBS, Discord and video editing never mind the one I use for Unraid Server or hell even my gaming pc when it comes to AI Workloads!
The fact is Microsoft are lying once again, they are currently being called out for it and will soon find themselves in court over it.

No hypothetical question needed, it is Mandatory to have it installed on your PC as it is now a CORE component of the Windows File Explorer!
Yes you can "Disable it" but you cannot fully turn it off, you cannot remove it and you certainly have no choice about it, if you are a gamer or cannot use Linux because the software you use has not got the ability to run on Linux.
All PC's no matter whether they have an NPU or not will have this forced on them, the only difference initially is if you have the "Recall App" or not, but ALL Windows 11 PC's will have Recall and Co-Pilot and there is nothing you can do to stop it!

Also at the moment they will not be installing recall for EU country's as the EU is investigating it. Looks like Microsoft have played the game and don't list the UK as in Europe.

The user is always in control.
Recall is an opt-in experience. During the set-up experience for Copilot+ PCs, users are given a clear option whether to opt-in to saving snapshots using Recall. If a user doesn’t proactively choose to turn it on, it will be off, and snapshots will not be taken or saved. Users can also remove Recall entirely by using the optional features settings in Windows.

So Damien should now be able to uninstall this, i bet he can't. To be honest i personally don't care about it anyway as i use Linux and i do not think it will ever appear on linux, in fact i think it would be like watching the Devil ice skate to work if it ever appeared on linux.

Recall is MANDATORY on all Windows 11 PC's as it is now a Core Component of the Windows 11 Operating System.
If it is removed then File Explorer does not work as it should anymore, at the moment that is the main thing that has been found however people are currently testing this to find what else it has been tied into!
This is the same as what happened with Cortana, that could be removed but it would cause no end of issues when trying to use certain Windows app's and functions.
You cannot install Windows 11 24H2 without installing Recall unless you remove it from the ISO, and if you do, your File Explorer will not work the same, and if you leave it in, regardless of whether you have an NPU or NOT! then Recall is installed and enabled by DEFAULT you have NO CHOICE!
Recall is here to stay, it will be rolled out to everyone on every pc regardless of whether it has an NPU or not since it DOES NOT REQUIRE AN NPU if the PC has a GPU capable of 40 Top's or More, which most GPU's in the last 5 years are capable off producing.
Microsoft can say all they want on the internet that it will require an "NPU" but nearly every hardware manufacturer of PC Components have said it's not required, and I tell you what, it is going to be funny next month when people hit YouTube showing Recall enabled on machines without an NPU!
