Strange but understandable. Eyewitnesses are notoriously unreliable, if the shooter is lucid and cooperative taking him back to the island is probably the best way to get the fullest picture of what happened.

That is awesome. A physical wound in the landscape. The island seemingly lost from the main land. The distant side will have the names of the victims while the other side will have a viewing platform to look at the names at a distance, unable to reach them. Perfect memorial to symbolise the loss and damage caused.

Actually that may be a good idea, let him have 3 months parole but with full disclosure of his latest photo and the address where he'll be residing.
