			There are about 28 million households in the UK and each one of them requires a TV licence (unless they’re one of the very few that never receive broadcast tv, or BBC catch-up service). 			TBH I believe that the Welsh, Irish and Scottish language channel's should be a pay channel, as the amount of people that watches them surely cannot justify the cost of making them.
