Without stopping everybody, how will Police etc, be able to tell the difference between rental and private? Traceability, road legality, insurance, for vehicles is tracked by number plates and vehicle registration.

For sale : e-scooter rental skin. Make you e-scooter look like a rental while still having all the additional performance and tweaks.
