He is a spoiler candidate in the end, I think the Johnson camp views him as someone with a suicide vest willing to detonate himself to damage Johnson in a battle he can't win. You had four Tory candidates talking of all the tax cuts they would make and he is sitting there saying you can't afford it. He knows it's deeply unpopular with the members, he is deeply unpopular with the members, but it resonates with the wider public. The longer he is in the worse it is for Johnson after he wins.

 |  Except, as we’ve observed endlessly in this thread over the past couple of weeks, we don’t ever directly elect an executive in the UK.  Westminster doesn’t, Holyrood doesn’t, the Senedd doesn’t, Stormont doesn’t.  The only exceptions are city region metro-mayors, where they exist.
 
Parties elect their leaders, The Queen appoints a PM on advice as to Parliment’s confidence.
