And also are there plans to throttle upload on the 300 service. If so I will jump on now and enjoy it before it is too late.

I am sure there will be. Back in 2007 50mbits (the only docsis 3 tier at the time) was specifically advertised as stm free but after 6 months they screwed us over with it.

Well If they are going to do more than my FTTC will ever deliver it's not a bad thing if I can upload overnight.

Seems really silly though in this day and age

It was a lot longer than 6 months, it was a few years before it finally got hit with STM.
