I would say hell will freeze over before VM ever allow SNMP access to the equipment again
A bit too easy to play games with it if you have SNMP access, due to how much of VM's control over the kit relies on it.

As someone who remembers Robin Walkers Cable modem troubleshooting guide and tools which I believe used snmp to get data from the modem (such as Terayon TJ210) - how would you now find out? The javascript web gui could use snmp like requests to obtain data?

It does, like other Arris GUI's.

VoIP looks to be already active in some LG/UPC regions, according to some UPC GUI's I've seen.

I've got my TV equipment arriving next Saturday, but when I was arranging it all, the rep said that I'd be getting the 2ac.
Can I ask them for the Superhub 3 instead?

Well, its certainly interesting that telephone sockets are on the SH3, but do we really believe VM are going to go down the VOIP route any time soon?
With VM about to charge even more for their line rental, why would they even consider VOIP at this stage when they can get money for old rope? (or, an old copper line as in this case)

This is how the WebUI actually works, it's a static page with Javascript calls to get the information to display on it. This is becoming more and more popular in web design and basically means that the hub has an API that can be hooked into (whether or not that API is publicly defined is another matter).
That said, the WebUI is currently a clumsy implementation of the above, you can look at the source code and it's fairly messy (even by Javascript standards).
