Actually the real answer is not to give said teenagers a mobile phone, smart or otherwise and keep the internet in the room that is occupied by the parents so a good and close eye can be kept on the child's internet usage. This was what I did..After all my generation got by without any gadgets and if there was a phone it was in the hearing of parents.
However I still think the OP requested a certain solution having considered the other option first.

My sister kids know the rules.
If they abuse them the phone is removed for x amount of time. Which she has done. There must be a way for you to lock the phone/apps between certain hours?
I was wondering on a PC you can setup a PC to make parents as admin & children to user, so that they cannot use the PC between certain hours but as the admin to can use it.
Can a mobiles be setup as Admin/Users?

I don't think a techno solution will really work. There's always that nerdy kid in the playground that knows how to unlock/bypass any thing you might set up and if he (she) knows then all the kids know.
Much better to have an open relationship with your kids and for them to know the boundaries that you set and why. IMHO.

Sadly doing that to a 13 year old these days will likely leave them socially isolated and screw them up emotionally.

Eh. Most phones will automatically switch to 3G/4G if WiFi cannot connect for any reason.

Hello all
Really appreciate all the advice and views given
Just to update you :
I called a house meeting with my 2 daughters (15/12 year olds) last night at 1930hrs
On the Agenda was
Appointment of chair / minute taker
Pocket money
Internet Access
Guinea Pig hairs
Homework
AoB
The following was agreed after much debate
3 chores need to be completed daily to obtain weekly pocket (LB to produce a chart to monitor / record / sign off tasks as complete. (No subcontracting of any chores allowed)
Internet access will be provided until 2145 pending agreeing a schedule for weekday evening to include when homework will be done)*
A dog basket will be brought to stop the Guinea pig from peeing on the sofa and capture any hairs.
Home work will be done each evening from 1800 -1900 hrs (no audio / TV during this period)*
Finally minutes agreed and signed off by all present
A meeting has been fixed for a weeks time to review above

I like the approach of a proper meeting. Helps train youngsters in the way things are done when they get to work.
Glad you were able to get a mutual agreeable way to do things.

Unfortunately there will have been a secret daughters-only meeting at 2330 hours at which it was resolved that all resolutions passed in full family meetings should be treated as advisory-only unless also approved at said daughters-only meeting.

Then the secret parents-only meeting was held, and it was agreed to cancel the childrens' mobile phone tariffs unless they agreed to go by the terms of the original "all hands" meeting.

Right update for you
I am concerned
Eldest daughter (14) has called an Extraordinary Meeting tonight...
This follows a rude comment written on the monitoring chart and concern over the authenticity of a signature signing off a task as being complete
I also get the impression they are going for a hike in pocket money.
Problem is youngest daugther (12) is chairing tonight and there is 2 of them so I might have problems if things are put to the vote
I am taking the minutes
Any advice ! ! !
