Mainly because it's very difficult to do - people have been shot in the arm or leg, and they keep on attacking.
Most weapons training focus on two shots to the main body mass (the chest), which tends to stop most people.

I know, I was trying (and clearly failing  ) to make that very point.
We hear all the time that all these people are rioting about x, y or z but if they were interested in the plight of the victims and bereaved, the last thing they'd be doing is turning a solemn protest into a theft fest.
We all know that a large proportion of those involved in this sort of thing are the sort of people who'd exploit any suitable set of circumstances to steal stuff. They're ****. Plain and simple.

Considering the amount of adrenaline coursing through the cop it's not particularly surprising there were multiple shots with some missing.

He was cleared by a Grand Jury that presided over many witness statements.
The unarmed man in question had just robbed a shop and then got into a physical tussle with the policeman.
Apparently both fighting for control of the gun.
Some 12 were fired during the incident.
Of course the black community were outraged by this. Conveniently ignoring the hundreds of black youths killed by other black youths every month

That's one thing that is worth highlighting. The jury saw a lot of evidence, and heard a lot of witness statements.. They found there was no case to answer.
We have been told NOTHING beyond the fact that there was a young black man who was shot 8 times by a policeman..

He didn't really manage it 8 times, as 4 shots hit the guy's right arm.

I think we're guilty of judging US cops by our own standards TBH. Call them trigger happy if you like but then then America is home to a great many people who routinely carry and are prepared to use weapons in circumstances which would never (or rarely) happen here. In an environment like that sadly things like this are always going to happen - welcome to the land of the free and the home of the brave...
