Because if the card looks anything like this:

Then it's a 150Mbps adapter and those are the wrong drivers (or it's fake and mislabelled)

I disable driver signature enforcement in windows 8 and install drivers its still at 150Mbps.
the drivers are right its mislabelled.
why did they mislabelled the adapter for ? China make fake adapter?

i re-inserted Netgear WNDA3200 wireless adapter
and changed the setting
security type:- WPA2-PERSONAL
encryption type:- AES
now running at 300Mbps.

where are you trying to install the driver from? Is it already on your pc, downloaded through windows update or have you fetched it yourself from the manufacturers website?

windows 8.1 automatically install the drivers for me.
i tried the web site LB link web site download the drivers but won't install. i had to disable driver signature enforcement. then the drivers work.

i also tried www.realtek.com download drivers from there also. still at 150Mbps

RTL8191SU Realtek web site does say it runs at 300Mbps. must be something wrong with the adapter or its fake

The chip supports 300Mbps in one direction only and it still requires two antenna to do so. Most manufacturers are too lazy and only connect one antenna.
