A couple of weeks ago, Avira started triggering these error messages.
Removal of Avira then a full reinstall didn't help, and for some reason I can't register on their forum to ask for help.
Anyone else seeing this error or have a solution?

Can you browse to that folder and see the file in the file manager? If you can right click on the file and have a look at permissions to see if something doesn't look right.
Not seen the error in relation to avira before. Hopefully it is just blimp in permissions or something rather than an infection trying to block it in an amateur fashion.

System and admin have all permissions, but user (me) only has read/read and execute allowed. If I try to allow all other options it stops me from changing the settings, even in the advanced settings.

Avira should run under System so should be ok. Tempted to tell you to take ownership of the directory it's in but not sure if they could cause problems in itself. Probably best to wait to see if someone else has some ideas first.

Well, I've tried all the tips I can find on the web. I found out that permissions can be bypassed by booting into Safe Mode.
But the problem still persists.

open up a command prompt in admin mode and try the following:
CACLS filename /p username:F
This will give the user you specify full control of the file.
you could also try the following if you already have some permission on the file
CACLS filename /e username:F
