They only used 21 players last season anyway. Just don't get it, the clowns who have ruined Leeds, Portsmouth and one or two others walk away scot free, and the like of the Glazers purloin millions from United yet people who actually invest in the game are penalised.

I think they probably need to add additional rules about money that goes into clubs from owners, i.e can't do the loan thing or leveraged buyouts.
