You can and have been able to since the Xbox 360 release. This is essentially the same as people that change their Netflix to the US version to gain access to greater content.
You don't even need to change your Router/DNS properties to gain access to XBL US. I have a gamertag that's US region based and has access to all the US content as well as my Modified UK tag which has access to UK stuff. I've never made purchases via card on the US account but have made purchases via paypal then card.
With the release of the X1 I doubt anything is going to change that much, the XBL dash is a constant work in progress and will continue over to X1 with the only updates being Kinect functionality, maybe some additional security features and the new features Microsoft are implementing.

If you guys could chose 3 xbox One games you plan to purchase which games would these be?
For me i am looking at getting Titan Fall, Battlefield 4 and Forza but i may change this as there seems so many interesting games coming out at launch or in 2014 that i am looking forward to trying.

I am hoping that Battlefield 4 is in 1080p but seeing that the PS4 version isn't i am guessing it will be the same with this console.
