The whole problem of who owns what, and who is or isn't insolvent might make this a nightmare.
I'm finding it really hard to see how this all ends positively for Hearts.
Guys like Andy Wesbter, Jamil Hamill, Ryan Stevenson and John Sutton would all be welcome through at Ibrox

Happy for you to take them..albeit, you need to wait until your present signing ban ends
I have noticed the debt rising again at Ibrox...so won't be long before they go down again at this spending rate

SFA: Scottish Lowland Football League clubs selected.
Twelve clubs have today been selected to compete in the new Scottish Lowland Football League from season 2013/14.
The successful clubs are: Spartans FC, Threave Rovers FC, Preston Athletic FC, Gretna FC (2008), Whitehill Welfare FC, Dalbeattie Star FC, East Kilbride FC, Selkirk FC, Gala Fairydean Rovers FC, Edinburgh City FC, University of Stirling FC and Vale of Leithen FC.
This decision will be ratified by the Board of the Scottish FA at its meeting on 27th June 2013.
The inaugural General Meeting of the Scottish Lowland Football League will be held on Monday 24th June, when board members will be selected and further detailed planning will commence.

I think the table will be as followed:
-Celtic
-Inverness CT
-Hibernian

-ST. Johnstone

i favour Partick (unless Hearts can't recover)

I don't know why they bring out the Scottish lists, its almost certainly going to be Celtic win it again, there no club strong enough to take them on. Thats why l say that the Scottish League should be merged with English football.
