Perhaps the severe compression is the cause of the problem.
I can't imagine why Turner would want the content to be unwatchable. Or, more to the point, why VM started carrying it without the problem being fixed.

Hard to believe, I know, but some people have to fill the whole screen with a picture and prefer distorted stretchivision to the correct aspect ratio

Haha, I know.. especially when wide screen TVs started to become popular and there was the mentality of having paid for a wide screen and wanting to fill it. There's a difference between choosing to stretch the picture and having it forced upon you.
