Not really ... Thanks to Tony Blair giving away a chunk of our rebate in an attempt to crawl up French bottoms, our contribution was always going to go up, whatever today's deal was. But thanks to the overall cut that has been agreed, our contribution will go up by a lot less than it otherwise would have.

Besides, I have read at least one pundit pointing out today that because the figures are worked out at 2013 prices but govern all spending from 2015-2020, with inflation factored in we could still find that the amount we have paid in has actually fallen. We won't be able to say that for certain until 2020 though.

do we know who took the hit yet,french farmers ,development budget,other ?

There appears to be a cut in administration, and also technology R&D. The sop to the French is that their feckless, inefficient farmers continue to gorge themselves on lots and lots of CAP money.

Self-awareness has never been MEPs' strong suit. They have declared repeatedly that they won't endorse any budget proposal for 2014 to 2020 unless it provides for a substantial increase in spending. They're not terribly interested in what the extra spending should go on. It's enough to know that the money is 'for Europe'.

The European Parliament will vote by secret ballot on the EU's 2014-2020 budget, its centre-left President Martin Schulz and Joseph Daul, the leader of the centre-right European People’s Party, said yesterday (7 February).

Schulz, speaking at a late-night news conference, confirmed Daul's earlier statement that the use of the special procedure was planned.

So whats the betting they collude to increase the budget.

NEVER trust the EU to do what they say

Not sure they can just increase the budget but the fact they're holding a secret ballot doesn't bode well, let's wait and see if there is more politicking to be done.
