Sorry how can payg have a fee ? By definition paying a monthly fee is not payg.

There is no requirement to make any payment, however if you top up by a specific amount, then you get the extras

It's not a new concept in the world of PAYG

Did not say it was. Just that it is not PAYG its PAYG + a (in reality) monthly on going cost that you need to pay to get the service. So its a self inflicted contract if you want to use it

Not at all. It is still payg, there is no contract or minimum term. Just that now by topping up £10 you get included extras for free.

Yet they have a line underneath that says a maximum of 3000 texts.. Would be nice for the customers to know exactly what the restrictions are if any.

Welcome bonus of free texts and data are dependent on your top up value within 48 hours of your very first top-up. Welcome bonus texts and data will expire at the end of the month in which the top up occurs. Free texts, data access and call rates are for UK use only. Excludes premium rate services. Free texts or data access will be added on the first day of the month following the top up(s) and are valid for one month or until used. ¹Unlimited texts subject to a fair use policy of 3000 texts per month.

It does though refer to it as note #1 though I can't find where it's referenced from.

If your [PAYG] tariff includes unlimited data, then this is for mobile internet services and data consumption actually on your handset. It does not include using your handset as a modem to connect other devices such as laptops and tablets – also known as “Tethering”

and there is also this:

For customers on the Big Data & Texts tariff excessive use over 10GB of data per calendar month will result in their maximum bandwidth being restricted to 3G speeds (384kbit/s) on our network between midday and midnight. Excludes all other PAYG tariffs. This policy will apply until the end of the calendar month, when it will be automatically removed. We reserve the right to review these usage levels from time to time. At this reduced speed, customers will still be able to browse web pages, send/receive emails, and stream audio and video all at 3G data speeds, but peer-to-peer and large file downloads/uploads will be slower than normal.

As an example, a customer would have to watch over 45 hours of high quality video before that threshold is reached. Typically far less than 0.1% of our customers will be affected on a monthly basis.
