PRS make me laugh. I get what they're trying to do - ensuring artists get appropriate royalties. But did you know, in short the law says that if you're playing music that another party can hear - for example a shop owner having the radio on that a customer can hear - then that person ought to pay for a licence? So taking that one step further, if you have music on in your car and someone walking past can hear it, technically the PRS guys can take you to court if you do not have a licence for it.

And going on my previous experience with the PRS, it would not surprise me if they tried a test case.

In October 2009, the PRS apologised to a 56-year-old shelf-stacker at a village in Clackmannanshire for pursuing her for singing to herself while stacking shelves.[23][24] PRS initially told her that she would be prosecuted and fined thousands of pounds if she continued to sing without a "live performance" licence. However PRS subsequently acknowledged its mistake
This is the sort of attitude they have and give them time and they will eventually try this on in court

As far as TPB goes

TPB have won and the copyright owners have failed spectacularly. They have driven more traffic to the site and they have created a situation where blocking it is now impossible.

Re: The Pirate Bay is blocked (Discuss but do not post detail of how to get round it)

As just about every household pays for a license that funds the BBC and the BBC pays the PRS for playing the music surely you can play your radio as loud as you like because anyone that hears it most likely pays for a license anyway?

Perhaps the PRS should go about it another way and get a law passed that if you don't live in a household that pays for a TV license then you have to wear ear-buds to stop you listening to music that may be playing in your vicinity.

As to TPB the cat and mouse games are far from over.

So do they turn up to those residents around a music festival site or open air concerts and demand money with menaces?

I'd say the blocking TPB idea will turn out to be a similar fiasco.

I absolutely agree. But that does not include access to illegal content.

Yes. Because it counts as 'public performance', for which you need a licence.

No, because the music festival should be licensed.

The PRS sound a lot like the BBC TV licensing team (Or bullies)

Draconian style measures to intimidate and threaten people, should be illegal.

The licence for the festival will be a public performance remit and will cover those attending and in the surrounding areas.
