Although I correctly blamed blair administration for this policy it had makings to be good idea but badly rotten implemented.

if the system in place and been properly setup I would imagine the blame is trying to do it on the cheap using it companies who undercut others but not capable doing the job. Now would assume those tenders was under brown administration.
By jove, what a splendid post old chap. And the first one to look at the wider picture, rather than being party political.
