It can usually when re-balancing of the load has been done and you have been moved to a different "thingy" (someone who remembers the terms will tell you or do it search through the forums)
they are in the sense that when your ip address reneews you normally re-lease the same address. If you have been moved onto a different card as part of upgrade work then you'll have a new address because each card is allocated an address pool.

I use dyndns and my router then signal updates so my home "name" always gets to my home router. OK so the IP isn't static but I do have a constant reference.
