Not surprising news it's been going for years years...the gravy train rolls onwards. As under labour (every government is the same at one point) You get a group of powerful power making people, that heads a region. Then it all blows out from their, only taking on their own self wishing kind me-me-me fat cats so-called leader of sociality, once that takes hold there no going back for them, free this...that etc.
All these cuts are down to bad management, poor control of accounts & over staffing full stop.
(everyone knows that the local council's is over staffed by X3 the number that a private firm could do for a 1/16th of the price)
The cure is easy, strip the whole leading board top first, then downwards - put the top fat cat on 75% performance rated pay of their income capped, once then they will have to prove there worth or get kicked without any bonuses or pension simple. For the lower ranks filter out the problem areas: eg man power too little here, too much there - then cut the waste, a basic balancing book/accounts task.
From that run a council like private firm would with multi part/off shoots to it. Keep it simple, pay for performance & quality of the jobs completed. Make every one part of the solution not a problem unlike now, simply meaning from tradesman to foreman to manager, to chief ex to head boss getting his hands dirty with job at hand > not behind a clean warm desk! or office (pencil pushers!)
That how any good solid work place works, it solves the problem of a lot of thing like, less staff (better wage), quality control & customer care + fair public retail prices. Every year you get more customers through the door + your services increase to suit our customers + quick turn around not mention good customer service on the problem side. A simple tried & tested formula that works.
Unions are causing many of problems in the work place where as without them, problems can be solved much easier by direct contact with your employer, why pay someone to do that for you ??????? I wouldn't. I hope most see this to, there useless to the point of being funded by the hard work of today work only cause loss of jobs through strikes!!! where it didn't have to be in first place.
To add....I've been told many of times that if all these councils where as a business they wouldn't last 3 months before they folded dry ( ran out of money)
