I think it due to when Virgin sign the deal with Chello Media they only has Zone Reality (Now CBS Reality), Zone Horror (now Horror Channel) and Extreme Sports broadcasting at the time.

As far as I know all the rumours about ITV2, ITV3 and ITV4 HD Channels plus PBS launching on Virgin Media in November - IS just rumours.

Re: Coming Soon to Virgin TV (2011) Vol. III.
It is a rumour. From The Guardian
Quote:
PBS, the US public service broadcaster, has appointed Channel 4 to handle advertising sales for its new UK channel.
The broadcaster, which launched in 1969 and claims audiences larger than CNN and HBO in the US, will begin airing PBS UK on BSkyB's digital satellite service next month.

I'm a journalist and our newsroom was sent a press release and preview DVD from PBS - it said they'd be on 'Sky 166 - and on Virgin'
So looks like PBS is coming to Virgin in November.
